Property on Greek Cypriot land can create legal exposure across the EU

The Republic of Cyprus treats dealing in property registered to a Greek Cypriot owner before 1974 as a criminal offence and applies that jurisdiction beyond the island. Since 2025 there have been custodial sentences, and European Arrest Warrants have been executed in other EU member states. Market risks

  • Oversupply. Roughly 26,830 units are listed unsold, with another 13,000 due by 2028. Asking prices have held; volumes have not.
  • Exit liquidity. A small, non-recognised market means fewer buyers when you want out. Many owners exit by assigning the contract before the deed transfers.
  • Finance and insurance. International lenders will not lend against TRNC property. Local lending is capped near 50% at 5–13%. Insurance options are narrow.
  • Currency and economy. Prices are quoted in sterling, which shields buyers from the lira, but the local economy depends heavily on Türkiye.

Execution risks

  • Delivery slippage. Completion dates move. Contractual penalties for late delivery are the buyer's only real lever — check they exist.
  • “Developers” that are not developers. Several sellers are agencies commissioning a contractor for a few units. Ask what they have handed over.
  • Undisclosed charges. Transformer contributions and site maintenance are routinely mentioned only after the reservation is paid.
  • Recognition is not coming soon. Do not underwrite a purchase on the assumption that a political settlement will revalue it.

How to reduce them

Instruct an independent lawyer before paying anything beyond a refundable reservation. Insist on seeing the koçan and the building licence. Register the contract inside the 21-day window. Prefer schemes where the same developer has already delivered and handed over. And be honest with yourself about the holding period — this is not a market you can exit in a hurry.

Common questions

Is it safe to buy property in North Cyprus?
It is legal under TRNC law and thousands of foreigners have done it. The risk is not the transaction mechanics but the pre-1974 history of the land, which can create civil and even criminal exposure in the Republic of Cyprus and the EU.
What happens if Cyprus reunifies?
Any settlement would have to address pre-1974 claims. Properties on pre-1974 Turkish title are least affected; exchange and allocation titles are where the uncertainty sits.
Can I lose the property?
Cases to date have centred on criminal and civil liability for those who developed, sold or advertised the property rather than on eviction of individual foreign buyers. That is not a guarantee — it is why the deed category matters.
