What a foreigner is allowed to buy

Under Decree-Law 63/2026 a foreign buyer may acquire land up to 1,338 m² and build one residential unit on it. Anything larger, or any intention to build more than one dwelling, needs a different structure entirely.

Council of Ministers approval is required exactly as it is for an apartment, with the same paperwork and the same timeline of roughly ten months.

Why land is riskier than a finished home

  • No developer standing between you and the title. On raw land the pre-1974 history of the parcel is the whole story, with nothing else to look at.
  • Zoning is not a formality. Whether you can build, how much, and how high depends on the imar classification. Agricultural land is not building land.
  • Services cost real money. Electricity, water and access are the buyer's problem, and a transformer connection alone can run into thousands.
  • Resale is slower. The buyer pool for a plot is far smaller than for an apartment, and almost entirely local.

Costs

The same as for built property — 12% title transfer fee, 0.5% stamp duty, an independent lawyer — plus survey and boundary verification, which on land is not optional. VAT treatment depends on the seller. Run the numbers →

How much land can a foreigner buy in North Cyprus?
Up to 1,338 m², with permission to build one residential unit, under Decree-Law 63/2026.
Can I build immediately after buying land?
Only if the zoning permits it and you obtain a building licence. Agricultural classification does not allow residential construction.
Is land cheaper than buying a finished home?
Per square metre of plot, yes. Once services, construction and the longer permit timeline are included, the total is rarely lower — and the risk profile is considerably higher.
